The towers impose a problem the rest of London's housing does not. Above roughly six storeys the cold water supply cannot be delivered by mains pressure alone, so it is boosted by pump sets into vertical risers and split into pressure zones, each serving a band of floors through a pressure reducing valve. A failure in a riser therefore presents many floors below where it occurred, and the zoning that makes the building work is also the most useful instrument for finding it. Water is appearing on the eighth floor of a block on the Isle of Dogs. How far up could the failure be?
Potentially a great deal further than the affected floor suggests, and the zoning is how that is narrowed without opening anything. In a Spitalfields listed house, does the same logic apply on a much smaller building?
The elimination logic does, the instruments change. In an early Georgian timber framed and lath and plaster house there is no boosted riser, but there are the same options for isolating and pressure testing each system independently, and the same reason to do it first: the fabric is protected, so nothing should be opened until the candidates are down to one. Thermography needs its emissivity and reflected temperature set for lime plaster rather than a modern finish or it will produce a confident error. Where a look inside is needed, a borescope through a raked mortar joint or an existing penetration leaves nothing requiring consent.
Could the water be coming from a fire system rather than a domestic supply?
In a residential tower it is a realistic candidate and it is routinely overlooked. Sprinkler installations in blocks are usually wet systems, meaning the pipework is permanently charged and monitored, and a failure at a head, a joint or a flow switch discharges clean water at mains pressure. Dry risers are normally empty but are pressure tested periodically, and a poorly reinstated outlet or landing valve can be left passing after a test. Both run vertically through the building alongside the domestic services, and both frequently sit outside the maintenance regime the managing agent thinks about day to day. The checks are specific: read the system pressure gauge and the monitoring record, inspect landing valves and outlets, and confirm the date and outcome of the last test before assuming a domestic pipe is at fault.
Water is appearing at the window head in a tower. Is that the facade rather than the plumbing?
It needs to be tested as such, because in a framed building with a curtain walled or panelled envelope the facade is a very common source and it presents internally in a way that resembles a concealed pipe. These systems are drained rather than sealed, meaning they are designed to admit a small amount of water and return it to the outside through drainage paths and weep holes within the frame. When those paths are blocked by sealant, debris or poor installation, the water has nowhere to go and discharges internally at the nearest joint, typically at a head or a transom. The signature is correlation with driving rain and wind direction rather than with occupancy, and the test is a controlled water spray applied to defined zones of the facade in sequence while the interior is observed.
