Most often because the survey was taken at the wrong point in the cycle. Infrared does not see water, it sees surface temperature, and a thick slab equalises very slowly. If the space has been at a steady temperature for hours there may be no gradient left to photograph, and if it was surveyed immediately after the heating came on, the whole floor is warming and the anomaly is masked. The usable window is during a controlled change: the heating driven for a set period then shut off, and the floor imaged repeatedly through the cooling curve, because a wet zone changes temperature at a different rate from a dry one. Where that still fails, tracer gas into a drained section does not depend on temperature at all.
The services in the building are exposed and shared between units. What does the report need to say for an agent to act on it?
It needs to state which system the water came from, where on that system the failure is, and whether that position falls on a run serving one unit or several. In converted warehouse buildings the demise boundaries frequently do not follow the visible pipework, because the pipework was installed to suit the shell rather than the lease plan. So the report should describe the located failure against fixed structural references such as column grid positions and slab edges, which are the features the lease plan itself is drawn from. That gives an agent something that can be laid against the plan directly, instead of a description that has to be interpreted.
The repair is done. Should the same tests be run again afterwards?
Yes, and in a building where water travels a long way from its source it is the only way to be sure the right thing was fixed.
